Travis LeBlanc is a partner at Cooley LLP in Washington, D.C. and San Francisco. He is a leading authority on consumer protection, cybersecurity, privacy, telecommunications, and the regulation of emerging and disruptive technologies.

Before joining the firm, Mr. LeBlanc was Chief of the Federal Communications Commission’s Enforcement Bureau, where he led the FCC’s largest bureau and its 25 field offices. Previously, he served as a senior advisor to California Attorney General Kamala D. Harris and as Special Assistant Attorney General, where he oversaw the state’s complex litigation and policy in areas such as technology regulation, high‐tech crime, cybersecurity, privacy, intellectual property, antitrust, health care, telecommunications, and human trafficking. He also served in the Obama Administration as an attorney in the U.S. Department of Justice’s Office of Legal Counsel.

Mr. LeBlanc previously worked in private practice at Williams & Connolly LLP, Keker & Van Nest LLP, and Boies Schiller Flexner LLP in Washington, D.C. and San Francisco. He has represented companies, boards, and individuals on a diverse array of civil and white‐collar matters involving false claims, bid‐rigging, patent infringement, trade secrets, bribery, foreign corrupt practices, RICO, off‐label advertising, legal malpractice, and material support of terrorism. He has an A.B. from Princeton University, M.P.A. from Harvard University, J.D. from The Yale Law School, and an LL.M. from the University of Cambridge.
